Cheryl Millender, Human Resources Manager, has over 18 years experience in the Human Resources field.
Before coming to work for the City of Gulfport in March 2006, she worked as the Vice President of Human Resources for Grand Casino-Gulfport and in the corporate office of Phillips Colleges, Inc.
Cheryl attended college at Mississippi Gulf Coast Community College and Phillips Junior College. She currently serves on the Board of Directors for Goodwill Industries and Pass Road to the Future - a long term recovery organization; and is a member of the Society of Human Resources Management.
As the City’s Human Resources Manager she is responsible for overseeing employee recruitment, employee relations, compensation, benefits, training and worker’s compensation.

Lynn Hill, Benefits Administrator since June 2008, brings to the city more than 20 years experience in employee benefits and insurance management. Lynn was previously employed with the IP Casino Resort & Spa in Biloxi as the benefits manager.
As the Benefits Administrator, Lynn’s primary responsibilities are: managing all aspects of the employee benefits to include new hire enrollments in medical, dental, vision, life, and the Public Employees’ Retirement System plans. She oversees and manages the worker’s compensation and all service work dealing with employee claims, self insured billings, and other employee related issues. She is responsible for the administration of all family medical leaves.
She is currently studying to acquire her Senior Professional Human Resource certification and is a member of the local and national chapters of Human Resource Management.

Cathy Williams, Personnel Specialist, has worked for the City of Gulfport since July 2007. Cathy has over 2 years experience in Human Resources, 7 years serving in an Administrative capacity, and 2 years in Accounts Payable. She was previously employed as a Human Resources Assistant at Casino Magic, Accounts Payable at Hardin Construction Company, and as a part of the New York Yankees’ Administrative Team.
Cathy’s education includes Computer Science and Business Administration coursework at the Business Computer Training Institute and she is responsible for maintaining the Human Resources Information Systems (HRIS); coordinating information with new hires; managing pay, salary & status changes; processing terminations; employee file management; and managing the salary structure for all City departments.
Carolyn Carson-Collins has over eight (8) years of experience in the Human Resources field. Carolyn brings a wealth of experience to the City of Gulfport as she previously worked as a Human Resources Manager, Generalist and Director of Placement/Instructor for private and non-profit organizations.
Carolyn has a B.S. degree in communications and public relations from Mississippi College and is currently working on her Masters in Human Resource Management.
As the City’s Human Resources Generalist, she is responsible for recruitment and on-boarding, policies and procedures advisement, employee relations, educational assistance program, and special projects.
